LORI Certification Changes 2020-21

[January 6, 2020] The Office of Library and Information Services (OLIS) is moving the annual Library of Rhode Island (LORI) Certification to a new platform for data collection.  OLIS is also establishing a new time frame for LORI Certification, which will now take place from mid-July through September.  The new time frame will better align LORI Certification with other OLIS data collection surveys and should also better align with member library schedules.  These changes are part of OLIS’ continuing efforts to streamline processes for OLIS and Rhode Island libraries.

There will be no LORI Certification in fiscal year 2020 (July 1, 2019-June 30, 2020), though ILL statistics for fiscal year 2019 will be collected during January and early February 2020, with the exception of public libraries (statistics were submitted with the 2019 Public Library Annual Survey). Beginning in fiscal year 2021 (July 1, 2020-June 30, 2021), all LORI libraries will annually complete full LORI Certification to certify compliance with LORI Standards and Regulations including but not limited to:

  • making all required policies publicly available and discoverable on the library's website;
  • submitting interlibrary loan (ILL) statistics;
  • completing the Technology Scan; and
  • updating key contacts.

Since 2003 LORI libraries have completed the LORI Certification annually between January and March. Libraries completed the full certification every 3 years, with updates in the two intervening years.  The new time frame, which will require all libraries to complete the full certification annually, aligns the LORI Certification process with the schedule for the Public Library Annual Survey and eliminates the need for public libraries to complete two surveys at different times of the year. In addtion, school and academic libraries will now be able to provide current information for the entire school year by completing the LORI Certification at the beginning of the school year.

Beginning in fiscal year 2021, OLIS will use Counting Opinions’ LibPAS survey tool for the LORI Certification.  LibPAS is the platform currently used for the Public Library Annual Survey. Academic libraries may also be familiar with LibPAS from the ACRL Academic Library Trends and Statistics Survey. OLIS will provide training on using LibPAS for LORI Certification during the period running from June to early September 2020.

Summary of LORI Certification Changes

  • No LORI Certification in FY20.
  • Libraries certified in 2019 will remain certified through August 2020. 
  • FY19 ILL statistics must be submitted by February 7, 2020 (public libraries have already completed this requirement through the 2019 Public Library Annual Survey).
  • All libraries must complete full certification of compliance with LORI Standards and Regulations annually.
  • Public libraries will complete LORI Certification through the Public Library Annual Survey.

Schedule for LORI Certification

Please note that revised LORI Standards and Regulations go into effect on January 6, 2020; libraries have until August 31, 2020 to come into full compliance with the new standards. Unless otherwise stated, the following LORI Certification activities apply to all LORI libraries in 2020:

  • January 15-February 7, 2020
    • Submit FY2019 (July 2018 – June 2019) ILL statistics (academic, school, hospital, and special libraries)
    • Public library ILL statistics were submitted with the Public Library Annual Survey; no action necessary for public libraries
  • June – early September 2020
    • Training on LibPAS
  • July 1, 2020
    • LORI Certification login credentials sent to libraries
  • July 15-September 15, 2020
    • LORI Certification (academic, school, hospital, and special libraries)
    • Public Library Annual Survey (includes LORI Certification module)
  • September 16 – September 30, 2020
    • Extended LORI Certification period for RI school libraries as necessary
      (school libraries will not be eligible for delivery until LORI Certification is completed)

Other Required LORI Surveys

Time frames for the LORI Delivery Item Count and School Year Survey will continue on the following schedule.  All libraries must complete the following surveys to remain LORI members in good standing between annual certifications.

  • Mid-April 2020: LORI Delivery Item Count
  • May 2020: School Year Survey
    (K-12 school libraries only must complete for delivery scheduling for 2020-21 academic year)
  • Mid-October 2020: LORI Delivery Item Count
